摘要
人力资源管理对高校图书馆的发展起着非常重要的作用。文章试图通过分析目前高校图书馆人力资源管理的现状,指出其在人力资源管理中存在的很多问题如人才流动性大,素质参差不齐;行政权力干预,管理松懈落后;忽视再教育,馆员素质偏低;制度不完善,缺少长远规划。针对这些问题提出如下的解决对策,树立人才第一的战略观,实现能本管理;改革人事制度,严把馆员入口关;完善内部管理,激发工作热情;加强教育与培训,提高馆员素质。
Human resource management plays an essential role to the development of university libraries.This paperattempts to analyze the current situation of university library human resource management,points out some problems,and proposes countermeasures:such as the high turnover of staff and varied degree of qualities,intervention ofadministrative power and poor management,ignorance of continuing education and low qualities of library staff,andinsufficient systems and lack of long-term planning.With regard to these problems,the paper proposes the followingsolutions,including fostering a strategic concept of putting talented people in the first place,and implementing capacitybasedmanagement;reforming the personnel regulations,and raising the threshold of new staff;improving internalmanagement and boosting staff’s enthusiasm;and strengthening education and training,and increasing qualities oflibrary staff.
