Comprehensive Evaluating Method for Oilfield Development Plan

对油田中长期规划进行评价是编制过程中不可或缺的重要步骤,也是决策的重要依据。在油田开发规划的编制内容中需要有上期规划执行情况评价、地质评价、油藏工程评价、钻采工程评价、地面工程评价、经济评价和风险评价等。从综合评价角度,归纳为上期规划实施后综合评价、规划方案优化综合评价与规划风险综合评价,尤其是风险评价与预警。3类综合评价的关键是设定相应的综合评价指标和权重。以J油田"十二五"规划为例,演示了综合评价过程及预警提示。

Evaluation is an indispensible and important step in formulation of the long- and medium-term oilfield development plans. It also serves as the important basis for making decisions. The content of the plan should include evaluation on implementation of the previous plan, geological evaluation, oil reservoir engineering evaluation, drilling engineering evaluation, surface engineering evaluation, economic evaluation and risks evaluation. From the angle of comprehensive evaluation, the content can be summarized into comprehensive evaluation following execution of the previous plan, comprehensive evaluation on optimization of the planned scheme, and comprehensive evaluation on risks for the plan, particularly risks evaluation and early warning. The key of comprehensive evaluation in those three kinds is to set the related evaluating indexes and weighting elements. This article takes the 12th Five-year Plan of Jidong Oilfield for instance and demonstrates the comprehensive evaluation process and warning instructions.
