北京市排污许可试点工作的经验及启示

Experiences and Revelations on Experimental Unit Works of Pollution Discharging Permit in Beijing

北京市环境保护局2014年开始在房山区、朝阳区、经济技术开发区选择20家典型排污单位开展了排污许可试点工作。文章对本次试点从工作范围、时间安排、各方职责分工以及工作中的创新、取得的成果等方面进行了阐述,并结合工作开展过程中发现的问题,提出了相关的解决方法和建议,为排污许可制度的进一步实施提供了经验。

Beijing Environmental Protection Bureau started to choose the 20 typical pollution discharging units in the areas of Fangsha, Chaoyang, and Economic and Technical Development Zones in 2014, and carried out the experimental unit works of the pollution discharging permit. The paper expounds the experimental units from the working scopes, hour arrangements,labor divisions with individual responsibility, innovations in the work and the results achieved. In combination with the problems found out in the work, the paper puts forward the relevant countermeasures and suggestions in order to provide the experiences for the further implementation of pollution discharging permit systems.
