美国排污权交易制度对巢湖水污染治理的启示

The Inspiration of American Marketable Pollution Permits System for the Pollution Control of Chaohu

排污权交易制度诞生于美国,美国有较为成功的实践,也积累了丰富的经验。在总结美国实施排污权交易制度成功经验的基础上,分析了目前治理巢湖水污染过程中采取的一系列措施,探索了在治理巢湖水污染中引入排污交易制度的问题,得到了美国排污权交易制度对巢湖治理水污染的若干启示。

Marketable pollution permits system was born in America, which has successful practice and a great deal of experience. Firstly, this paper sums up the successful experience of implementing marketable pollution permits system in America. Then it analyzes the measures to harness the water pollution of Chaohu at present. At last, it explores the idea to introducing the marketable pollution permits system in pollution control of Chaohu. This paper aims to support a new thinking on pollution control of Chaohu and make a very commendable attempt to harness the other rivers.
