兼具自组织性与保障性的助残服务供给模式探析——以深圳市为例

The Supply Mode of Disable-assist Services with Both Self-organization and Indemnificatory:Taking Shenzhen as an Example

供给模式的选择和优化关系到助残等社会服务的效率、保障度及受众满意度。国内外助残服务供给模式可大致归类为"政府主导型"和"市场主导型"。我国目前基本上采用前者,但效果不尽如人意。主要原因在于该模式的"他组织性"及其带来的不可持续问题。为此可探索构建兼具自组织性与保障性的新型助残服务供给系统。深圳市在这方面已做出初步尝试,证明为一个正确的方向。

The selection and optimization of supply mode are related to the disable-assist services and other social service efficiency,guarantee degree and the audience's satisfaction.The supply mode of Domestic and international disable-assist services can be broadly categorized as“government oriented”and“market oriented”.At present,our country basically uses the former,but the effect is not satisfactory.Main reason is the"he(be)organization"of the mode and the unsustainable problem.For this,we can explore to construct the new disable-assist services supply system with both self-organization and indemnificatory.In this area,Shenzhen has made a preliminary attempt that was a step in the right direction.
