摘要
在广州市近十年来购买公共服务(POSC)的实践中存在制度化不足、专业化不够和各类资金问题,贯穿POSC的前期、过程与成效反馈阶段,在购买方、承接方与服务使用者的三个层面诱发出多种次生问题,制约着POSC的有序、有效开展。通过全面回顾上述问题,发现三元主体、POSC不同阶段、存在问题这三个维度互相纠缠、相互触发,产生了一种"牵一发而动全身"的总体性影响。更重要的是,三元主体之间的关系不是上下分层的线性关系,而是三中心、多向、立体的轮状关系,是互相牵制、互相影响、互相促成的"共生共赢"的利益共同体。
The practice of Purchase of Service Contracting (POSC) in Guangzhou for over ten years reveals three main problems in the whole POSC process, namely, unsophisticated institutionalization,professionalization and funding structure. These problems yield various other problems from the purchasers,service providers and users perspectives, limiting the orderly and effective development of POSC. Through reflection, these problems and issues are intertwined to affect the whole POSC process. The relationship among the purchasers, service providers and users is not linear and top-down, but a kind of three-cored, multilateral, and multidimensional relationship.
