国内外科技项目管理对比研究

A Comparative Study on the Management of Science and Technology Projects at Home and Abroad

自20世纪80年代初期以来,为了实施国家中长期科技发展规划的任务与目标,国内外政府在对国民经济和国家安全具有重大意义的特定关键科学技术领域,先后推出了多项科技计划。但是,由于体制机制的多种因素制约,科技计划项目的监督管理问题日益凸显。本文通过对比研究国外及国内先进省市科技计划项目管理方面的成功经验,结合广西现状及存在问题,提出相关建议。

Since the early1980s,in order to implement the tasks and objectives of the national medium and long-term science and technology development plan,Chinese and foreign governments has launched a number of science and technology plans in the specific key areas of science and technology which are of great significance to the national economy and national security.However,due to the restriction of various factors of institutional mechanisms,the supervision and management of science and technology projects have become increasingly prominent.In this paper,by comparing the successful experiences of foreign and domestic advanced provinces and cities in science and technology project management,combined with the current situation and existing problems in Guangxi,related suggestions are put forward.
