阿勒泰市发展农民专业合作社中遗留的问题和

发展农民专业合作社的根本目的就是完善以农村家庭承包经营责任制为基础的统分结合的双层经营机制，实现农村家庭经营有机的“统一”，实现农业生产经营的产业化，从而促进农业增效、农民增收。因此，在发展农民专业合作社时，必须加强政府的宣传、引导、促进作用，走出去、请进来、互相学习、借鉴发展经验等做法，加大政府政策扶持力度，培养出大批农民优秀技术人才。研究分析农民专业合作社发展中遗留的问题，提出相应的措施。

Development of the fundamental purpose is to improve farmers'professional cooperatives in rural family contracted responsibility system combines unification on the basis of the two-tier management mechanism,realize the family business of organic"unification",to realize the industrialization of agricultural production and operation,to promote agricultural efficiency and farmers'income.Therefore,in the development of farmers'professional co-operatives,must strengthen the government's propaganda,guide and promote role,go out,please come in and learn from each other,learn from practice,such as the development experience strong policy support from the government,farmers cultivate a large number of excellent technical personnel.Research and analysis in the development of farmers'professional co-operatives legacy problems,corresponding measures are put forward.
