关键绩效指标考核下的地方政府行为选择分析——基于2011-2016年黑龙江煤监的数据资料

An Analysis of Behavioral Selection of Local Government under the Assessment of Key Performance Indicators:Based on Data Information of Heilongjiang Coal Mine Safety Supervision from 2011 to 2016

采用内容分析法,以2011-2016年黑龙江煤监的237份"本局文件"为研究样本,借助QSR Nvivo10软件,围绕关键绩效指标考核所引发的地方政府行为选择开展探索性研究。研究发现,关键绩效指标考核下地方政府行为出现诸多变化:地方政府的目标多重性与关键绩效指标的重点关注,地方政府工作的常态化与关键绩效指标的层层加码,地方政府的有限财力与关键绩效指标的集约投入,地方政府碎片化格局与关键绩效指标的协同治理、地方政府治理的结果导向与关键绩效指标的过程导向,地方政府工作的全面铺开与关键绩效指标的目标替换等方面;关键绩效指标考核的显著成效背后,激励机制、问责机制、管理手段和机构设置等,在地方政府行为选择方面产生了深刻影响,遵循着相关的权力行使及措施保障的制度逻辑。

With adopting the method of contents analysis,the237“authorized documents”of Heilongjiang Coal MineSafety Supervision from2011to2016as the study sample,the aid of the software QSR Nivivo10,and focusing on the be?havior choice of local government resulting from the assessment of the key performance indicators,this exploratory researchfinds that the local government’s behavior appears a lot of changes under the assessment of the key performance indicators:the change of the object multiplicity of the local government and the focus of the key performance indicators,the change ofthe local government’s work and the overcharge of the key performance indicators,the change of the limited financial re?sources of the local government and intensive input of the key performance indicators,the change of the fragmented struc?ture of the local government and the cooperative governance of the key performance indicators,the change of the result ori?entation of the local government and the process orientation of the key performance indicators,and the change of the com?prehensive development of the local government’s work and the object replacement of the key performance indicators.Theincentive mechanism,the accountability mechanism,the management tool,the organization structuring behind the remark?able effect of the assessment of the key performance indicators,following the relevant institutional logic of power exercisingand measure guarantee,have a profound impact on the behavior choice of local government.
