教师交流轮岗是一个庞大的系统工程,涉及到诸多的利益相关者。被轮岗教师是最核心的利益相关者,其态度和行为直接影响教师交流轮岗的效果。本文从被轮岗教师的思想、心理、精神和环境等方面,分析了教师交流轮岗实施障碍及存在问题,提出完善制度驱动,增强教师交流轮岗的义务性;加快行政推动,确保教师交流轮岗的有效性;规范程序操作,增加教师交流轮岗的透明性;实施激励补偿,调动教师交流轮岗的积极性和树立典型带动,发挥教师交流轮岗的导向性等对策。

The teacher exchange rotation system is a huge systematic project,involving manystakeholders.Teachers in rotation are the most direct and core stakeholders,their attitude and behaviordirectly affects the effect of teacher exchange rotation.This article analyzes the teacher exchange rotationbarriers from the idea of teachers'rotation,psychological,spiritual and environmental aspects.Firstly,thispaper puts forward the need of a sound driving system to enhance the obligation of teachers exchange rotation.Secondly,it speeds up administrative promotion to ensure the effectiveness of teacher exchange rotation.Thirdly,its standard operating procedures,increase the transparency of the teacher exchange rotation.Fourthly,it implements incentive compensation to mobilize the enthusiasm of exchanged teachers.Lastly,itsets up typical example and drive guidance of teacher exchange rotation.
