摘要 恐怖主义已成为当今全球安全最突出的威胁,积极利用各种先进的科学技术手段来更有效地打击暴力恐怖犯罪成为世界各国普遍关注和研究的热点。随着DNA检测技术迅速发展和检测灵敏度不断提高,微量DNA证据和反恐DNA数据库在锁定爆炸恐怖袭击案件犯罪嫌疑人、快速确认恐怖袭击事件中的遇难人员、查明被击毙或抓获的恐怖分子身份等方面日益发挥出重要作用。同时,办案人员也需要充分认识微量DNA物证的特性与可能存在的风险,规范提取、检测环节,完善证据链条,从而最大限度地发挥DNA在反恐斗争中的证据效力。 Terrorist crimes have become the dominant threat to the stability and peace of all countries in the world. Under such circumstances, making full use of advanced scientific and technological means for anti-terrorism has become the focus of attention worldwide. With the rapid development of DNA technology,traces of DNA evidence and DNA database play an important role in determining the suspects, identifying the victims and confirming the terrorists in the violent terror cases. Furthermore, we also need to fully understand the characteristics of biological evidence in the practical application, standardize the procedure of DNA collection and examination, and strength the evidence consciousness so as to maximize the value of the DNA evidence for anti-terrorism.
