摘要
现阶段我国的油气储运设施在风险管控方面还存在一定的不足,而就我国环境风险辨识和评价的现实状况而言,在对我国油气储运设施风险模式进行完善的过程中,应该适当的采用壳牌公司与英国石油公司的环境矩阵法实施HSE风险评价和分级,HSE风险管理模式应遵循计划、实施、检查及改进四个方面,和传统风险管理模式相比,此种模式管理更加全面,如果将之应用于油气储运设施也能够从多个方面完善其风险管控体系。
Currently,China’s oil and gas storage and transportation facilities still have certain deficiency in the aspect of risk management and control,however,in terms of the practical situation of China’s environmental risk recognition and evaluation,in the process of perfecting China’soil and gas storage and transportation facility risk mode,we should appropriately adopt the environmental matrix method of Royal Dutch Shell and British Petroleum Company to implement HSE risk evaluation and grading.The HSE risk management mode should follow the four aspects of plan,implementation,detection and improvement,besides,compared with the traditional mode,this mode is more comprehensive,if we apply it to oil and gas storage and transportation facility,we also can perfect its risk management and control system from many aspects.
