摘要
采矿活动对地下水系统整体性、目的性和动态性的影响,导致矿区地下水系统功能或结构变化,阐释着法律制度的应变及其朝向,决定了矿区地下水系统法律保护的维度。矿区地下水系统的法律保护,应加强地下水规划水资源论证;保障疏干水资源化利用;完善地下水监测和预警制度;满足矿区地下水系统功能可持续利用的法律需求。
The mining activities will have influence on the integrity, purpose and dynamics of groundwater system, which leads to the change of the function or structure of the groundwater system in the mining area. It explains the evolution and its orientation of the legal system, and it determines the dimension of the legal protection of the groundwater system. The legal protection of groundwater system in the mining area should strengthen the demonstration of water resources in the groundwater planning, ensure the utilization of the water resources, improve the groundwater monitoring and early warning system, and meet the legal requirements for the sustainable utilization of the groundwater system.
