供给侧改革背景下公共图书馆社会化服务机制的创新研究

Innovation Study on Social Service Mechanism of Public Libraries under the Background of Supply Side Reform

文章阐述了供给侧改革的内涵及实质,分析了公共图书馆社会化服务的现状,如服务社会观念淡薄、向社会开放服务限制多、服务效果不明显、自身资源因素限制服务社会的能力等。论述了供给侧改革背景下公共图书馆社会化服务面临的机遇与挑战,提出建立长效机制,需从制定图书馆特别法、中央省市财政共担、群众成为管理主体、提供多元化的主动服务等方面开展机制创新。

This article expounded the connotation and essence of the supply side reform,analyzed thecurrent situation of the social services of public libraries,such as weak social service concept,many limits toservices to the society,unobvious service effects,and own resources to limit the ability to serve the society.Italso discussed the opportunities and challenges of social services faced by public libraries under the backgroundof supply side reform,put forward to the idea that the construction of long-term mechanism should depend onmechanism innovation from the aspects of developing library special law,the central government sharingfinancial burdens with cities,making the public become the main management main body,and providing a widerange of active services.
