网络安全风险防控是当前社会的热点议题。网络技术的发展不仅给现代社会带来巨大便利,同时也使得网络攻击日趋常态化,从而引发了一系列的网络犯罪问题。现立足于网络安全风险的管理、操作、技术三个层面的控制理论,从政策、训练、监管、文化沟通层面制定切实可行的网络安全风险防控策略,有助于为实现网络安全风险的防控目标提供有益借鉴和指导。

The risk prevention and control of network security is a hot topic of the current society.With thedevelopment of the network technology,it not only brings great convenience to modern society,but also makes networkattacks become more normalized,which triggered a series of cyber crimes.Now,based on the three levels of the riskcontrol theory of network security,i.e.management,operation and technology,practical network security policy shouldbe formulated from the aspects of policy,training,supervision and cultural communication,which can ultimatelyprovide useful lessons and guide for the prevention and control of the target network security risks.
