Rethinking of the Reasons Why Vietnam Joined ASEAN

东欧剧变与苏联解体不仅在经济上使越南陷入困境,更重要的是在思想上对其产生极大冲击。这一时期,越南的国家利益并不简单地是一个经济问题,更重要的是涉及政权存亡与国家稳定的安全问题。为破除安全困境,越南调整战略思维,外交政策上淡化意识形态,更加关注地缘政治因素,回归东南亚地区,寻求区域集体安全。东盟在国际上较高的信誉与地位,经济上的高速发展势头,能够满足面临身份危机与经济衰退的越南的利益需要。最终,加入东盟成为越南政权解决安全困境的外交选择。

The drastic changes in Eastern Europe and the disintegration of the Soviet Union not only put Vietnam in a difficulteconomic situation,but also shocked Vietnamese leaders’ideology.During this period,economy was not Vietnam’s core nationalinterests,but the regime’s legitimacy and national security.In order to get rid of the security dilemma,Vietnam adjusted the strategicthinking,which more focus on geopolitical factors,and returned to Southeast Asia to pursuit regional collective security.ASEAN’s highreputation and status in the international community,the rapid economic development,could meet Vietnam’s needs.So,joining ASEANhad been a diplomatic choice to solve Vietnam’s security dilemma.
