促进大型基础设施项目成功的路径设计研究

摘要 大型基础设施项目全寿命周期中可用信息和不确定性分布的不匹配(悖论)是成功的主要阻滞因素。基于PDCA循环原理和项目评价理论所构建的大型基础设施项目全寿命期双环学习模型是破解可用信息和不确定性悖论的路径,也是促进项目战术和战略成功的路径。以虹桥交通枢纽项目为例,说明该路径对促进大型基础设施成功,提升大型基础设施项目价值的有效性。 The mismatch between the available information and the uncertainty distribution in the life cycle of mega infrastructureproject(the paradox)is the main negative factor for the success.Based on PDCA cycle theory and project evaluation theory,the double-looplearning model of mega infrastructure project is constructed to solve the available information and uncertainty paradox.The double-looplearning model is also the path to promote the tactical success and strategic success of infrastructure megaproject.Taking HongqiaoIntegrated Transport Hub project as an example,this paper shows the effectiveness of the path to promote the success and enhance thevalue of infrastructure megaproject.
