当前环境监理制度弱点分析及工作模式优化研究 被引量:2

摘要 在一线环境监理现场工作实践的基础上,结合文献调查,深入分析试点环境监理制度具有监理对象的配套性、未控制质量和进度、宏观性强、分解性差、组织协调工作量大的特点。并分析由此导致的环境监理具有在整体项目管理中处于配套位置,对施工单位管理权限有限,对业主的咨询职能较多,适于开展旁站监理的对象有限等弱点。在分析其特点、弱点的基础上,得出由环评机构增加资质而产生的环境监理机构适用于依托业主开展工作的监理模式,由传统工程监理机构补充环境监理内容而产生的环境监理机构适用于依托自身管理优势开展工作的监理模式,并提出环境监理发展建议。 Basing on primary site practice, and combining with massive literature survey, this paper thoroughly analyzed the characteristics of current environmental supervision system, which may include the subsidiarity of supervised objects, the absence of controlling of quality and progress,the macroscopic property of supervision provisions,the difficulty in breaking down the supervision work, large amounts of content of coordination. Then, this paper analysed the resulting weaknesses of current environmental supervision system, which includes the subsidiarity of environmental supervision compared with the overall project management,the finiteness of power of management of contractors, more advisory functions to owners than supervision functions to contractors, lackness of works that can be managed by way of on- site supervision. On the basis of analyzing its characteristics and weakness, this paper summed up two management models. one is owner-oriented that is suitable for environmental supervision companies which arises from EIA companies by way of adding new license, and the other is self-oriented that is suitable for companies which arises from traditional engineering supervision companies by way of expanding supervision scope. Finally, this paper put forward the development suggestion of environmental supervision.
