城镇化背景下上海林村混合型养老模式研究

Research on Mixed Endowment Operated by the Lin Village Belonging to Shanghai's Outer Suburbs in the Context of Urbanization

随着城镇化的推进,农民以家庭为单位接力式进城,代际间资源持续向年青一代输送。传统家庭养老在经济支持、生活照料与情感交流三方面出现全方位弱化。上海林村探索出土地、社区与政府多元主体共担的混合型养老模式,老年人以土地为媒介自我照料,社区提供便民服务与社会交往公共场所,国家财政上供给养老金和基本医疗保险并为高龄失能老人提供无偿居家养老服务。该模式符合家庭整体利益,是农村家庭应对城镇化的策略选择。

Farmers with the unit of family become citizens so that family resources sustainably absorbed by the younger generation as advancing of the urbanization.Traditional family endowment on three aspects of economic support,life care and emotional communication weakens comprehensively.Lin country in Shanghai forms plural mixed pension mode with rural land,community and government as responsible bodies,namely the elderly get self care by land,community provide convenient service and public regions for social interact,and government financially provide pension,basic medical insurance as well as free home endowment service for the old man disabled.The new rural pension pattern of plural share conforms to the interests of the whole family,which is the strategy of rural families to cope with the urbanization,should be strongly supported and protected by government,and learned by others considering local pension problems.
