摘要
人口老龄化的不断加剧对我国社会助老服务创新提出了更高要求,社会治理转型为劳动成果延期支付助老服务的发展奠定了基础。在时间储蓄实践的基础上提出了"时间储蓄助老服务"的概念,并指出内涵不清、收益诟病、缺乏信任担保、实施范围较窄以及价值认识模糊等是我国发展时间储蓄助老服务面临的主要问题。而后,尝试提出了发展时间储蓄助老服务的制度框架,即建立区别于一般志愿服务的时间储蓄助老服务、强化主体审核标准和分类评判标准、建立社区、社会组织和社会工作"三社联动"运营机制、建立时间储蓄助老服务风险防范机制以及基于存取双方人口变动趋势建立长效发展保障机制等。
The growing population aging puts forward higher requirements for the innovation of social Help AgeService.The transformation of social governance established the foundation for the development of the delayedpayment of labor benefits.Based on the practice of Time Saving in China,this paper proposes the concept of“Time Saving Help Age Service”and points out the main problems we encounter,such as the unclear connotation,the questioned benefits,the lack of trust guarantees,the narrow scope of implementation and the ambiguousunderstanding of the value.Then,the authors try to put forward the institutional framework of Time Saving HelpAge Service,that is,establishing the Time Saving Help Age Service which is different from the general volunteerservice,strengthening subject examination standards and the classifi cation criteria,establishing operating mechanismof community,social organization and social work,and establishing the long-term development of securitymechanisms based on the trend of population.
