摘要
针对永久基本农田的特点,从耕地的自然质量条件、基础设施条件等角度,建立东营市东营区永久基本农田评价指标体系,利用层次分析法确定指标权重,运用Arc GIS分析获得相关数据,通过TOPSIS法对耕地的综合质量进行排序,最终使用制图输出功能实现永久基本农田划定可视化,将结果与基本农田划定成果对比。结果表明:永久基本农田划定在空间格局上大致呈现出"西南部、北部密集,其他地区稀疏"的态势,和基本农田划定成果存在一定差异;质量上永久基本农田划定更好地反映出耕地农业配套设施完善、耕地连片性好、区位条件有利的特性。通过相关资料查阅以及实地踏勘表明,该评价方法具有更好的科学性和可操作性,评价结果可以快速划定永久基本农田的建设范围。同时,本次研究成果也为东营区的永久基本农田划定提供了科学依据。
According to the characteristic of permanent basic farmland,this paper constructed the evaluation index system of permanent basic farmland demarcation of Dongying district from the quality of cultivated land,infrastructure conditions and so on.The AHP was adopted to determine the index weight and the ArcGIS analysis was used to obtain the relevant data.Finally,the mapping of permanent basic farmland was realized by using the mapping output function.The results showed that permanent basic farmland delineated in the spatial pattern of roughly showing the southwest,north dense,sparse in other areas,there are some differences in the results of basic farmland delimitation.Permanent basic farmland which delineated in the spatial pattern was some differences in the results of basic farmland delimitation.It was roughly assembled in thesouthwest and north,scattered in the other area are spars from the quantity aspect.The layout of permanent basic farmland reflected the characteristics of high-quality farmland better.The relevant information and field survey showed that this evaluation methodology was more scientific and applicable.The evaluation results could delineate the scope of permanent farmland construction quickly.Besides,this research also provided scientific evidence for the designation of basic farmlandbased on district scale.
