In the face of the current complex situation at home and abroad,there is an urgent need for the open economy development pattern to transition in Guangzhou.Based on the deep understanding of the essential connotation of The New High Level Open Economy System,the paper explores the target mode and favorable factors for establishing a new high level open economy system in Guangzhou,and puts forward some concrete implementation paths:to establish a comprehensive institional opening up strategy based on marketization,to promote two-way opening up and internal-external interactions for trade&investment,to form two-wheel drive of advanced manufacturing industry and high level modern service industry,Cultivating private enterprises with innovative ability and global perspective,to take full regional first-mover advantage for expanding the opening spaces at home and abroad,to give full play to intensive and innovating functions of some opening carriers,and to promote financial innovation and opening up in Nansha FTA.
