Research on the Dilemma of Citizen Participation in City Community Governance

城市社区治理是实现有效社会管理的基础,公民参与是社会主义民主工程建设的基础。长期以来,我国城市社区治理矛盾突显,主要表现为城市社区发展水平与公民参与程度严重失调。从根本上讲,治理主体参与的非平等性、价值观与利益的冲突、组织内生动力不足等因素直接影响着公民参与的水平。因此,要清醒认识到制度、组织、合作治理方面的不足,通过建立健全法律法规,重新定位治理主体角色,强化内生动力,积极引导公民参与等路径来促进城市社区治理的改革与创新。

City community governance is the basis of an effective social management,and citizen participation is the foundation of socialist democracy construction.For a long time,China's urban community governance is in contradiction,which is mainly manifested in the serious development of urban community level and the degree of citizen participation.Basically,the non-equality of the participation of the main body,the conflict of values and interests,the lack of organizational endogenous motivation,and other factors directly affect the level of citizen participation.Therefore,we must clearly understand the lack of institutional,organizational,andcooperative governance and promote the reform and innovation of urban community governance through improving the laws and regulations,repositioning the roles of governance subjects,strengthening the internal power,and guiding citizens to participate.
