摘要
基础教育决策研究是以我国的教育方针为指导,运用科学方法对拟解决的基础教育重大问题进行分析,并提出相应的解决方案供决策参考和咨询的研究活动。为决策服务和以问题为导向的特征决定了描述、解释、建议、评估是基础教育决策研究的基本任务。描述宜遵循"全面客观,立体呈现"的思路,说明"是什么";解释宜遵循"客观辩证,揭示本质"的思路,探究"为什么";建议宜遵循"聚焦问题,注重实效"的思路,阐明"怎么办";评估宜遵循"多维研判,精益求精"的思路,回答"怎么样"。四者紧密结合方能促进决策研究从思辨研究、经验总结转向实证研究,促进决策从依靠经验转向依靠实证。
Basic educational decision-making research is guided by China’s educational policy,analyzesthe major problems scientifi cally,and suggests corresponding solutions for reference and consultation.With thefeatures of service and problem orientation,the basic tasks of such research include description,illustration,suggestion,and evaluation.Description should be full,objective and solid to expound what to do;illustrationshould be objectively dialectical and essential to explore why to do it;suggestion should be problem-focusedand practical to spell out how to do it;and evaluation should be multi-dimensional and refi ned to answer thequestion with what the result is.Close integration of the four aspects can facilitate the change of such researchfrom reasoning to empirical research and promote the change of decision making from relying on experience toreality.
