摘要
环境库兹涅茨曲线本质上体现了经济发展模式从高能耗和高污染向能源集约型和环境友好型转变的过程。基于2003—2014年省际面板数据建立PSTR模型,从能源强度的视角重新审视中国的环境库兹涅茨曲线。研究结果表明,我国污染排放强度和能源强度均呈现由西向东的"阶梯式"递减格局;收入水平对污染排放非线性影响的高区制和低区制的能源强度临界值为0.914 3;考虑能源强度的视角下中国存在"倒U型"环境库兹涅茨曲线,其"门槛值"为0.769 0,能源强度高(低)于"门槛值"时,污染排放收入弹性为正(负)。据此可将样本包含的省份划分为环保型省份、低污染省份和高污染省份,并从宏观治理、微观治理和区域治理的角度提出相应的环境治理对策。
The environmental kuznets curve essentially reflects the economic development model shifting from the high energyconsumption and high pollution to energy-saving and environmentally friendly process.Based on the provincial panel data from2003to2014,this paper used PSTR model analyzed China's environmental kuznets curve from the perspective of energy in-tensity.The research results show that the pollution intensity and energy intensity are presented"ladder"decreasing patternfrom west to east;the critical value of energy intensity of high zone and low zone is0.9143,which is influenced by thenon-linear effect of income level on pollution emission;in the case of engergy intensity,China has an"inverted U"environ-mental kuznets curve with a"threshold"of0.7690,when the energy intensity is high(low)the"threshold",the pollution e-missions elasticity is positive(negative).According to this,the provinces included in the sample can be divided into environ-mentally friendly provinces,low-polluting provinces and high-polluting provinces,and further put forward corresponding coun-termeasures of environmental governance from the perspective of macro governance,micro governance and regional governance.
