Trend and Suggestion of Natural Resources Management System Reform

自然资源管理体制可概括为国家集中管理体制、私人管理体制和社区管理体制三种。自然资源管理体制的改革发展,总是适应当时的经济社会的发展需要,在制度演化、价值认同、管理模式、管理内容等方面不断深化:不断降低制度成本,适应当时管理需要;对自然资源价值的认识更加多元化;从管理模式向治理模式转变;管理内容从完全契约走向不完全契约。对推进我国自然资源管理体制改革的建议:理顺自然资源资产管理体制、健全自然资源产权管理、提高社区的参与能力、加强自然资源监测监督。

The natural resources management system can be summarized as the three types of national centralized management system,private management system and community management system.The development of natural resources management system reform has always been adapted to the needs of the economic and social development at that time.It has been deepened in the aspects of system evolution,value recognition,management mode and management content.Specifically,the system cost has been reduced continuously to adapt to the management needs;the understanding of the natural resources value is more diversified;the management model has changed into the governance model;and the management content has become the incomplete contract from the complete contract.The recommendations to promote the reform of China's natural resources management system are as follows.Rationalize the natural resources asset management system,improve the management of natural resources property,improve community participation,and strengthen the monitoring and supervision of natural resources.
