摘要
本文通过调查研究,分析了河南省高层次人才队伍建设的现状和存在的突出问题,发现主要制约因素是高层次人才数量与实际需求还有不小差距,专业分布和行业分布不尽合理,创新能力有待提高等。最后提出了河南省高层次人才建设的建议,即以高质量环境引高层次人才;实行"按德能晋升制"和"按能绩分配制";提高高层次人才创新能力。
Through investigation and study,this paper analyzed the status and existing obvious problems of high-level talent team construction,and found that the main restriction factors are large gap between the number of high-level talents and actual demand,unreasonable major distribution and industrial distribution,and Innovation ability needing to be improved.Finally,suggestions for the high-level talents construction in Henan were put forward:introducing high-level talents by high-quality environment;practicing promotion depends on morality and ability and income distribution depends on ability and performance;and improving the innovation ability of high-level talents.
