Law and Behavior:Problems with the Youth Palace Operation

根据相关法律法规规定,青少年宫具有教育性、公益性,是青少年校外教育的指导机构。但由于缺乏具体的实施细则、重责任义务轻实现条件、多头管理等原因,青少年宫在实际运行过程中教育功能难以发挥,普惠性、公益性难以体现。构建青少年宫发展的拓展模式或创新模式,是青少年宫未来发展可以探索的路径。

In light of related laws and regulations,the Youth Palace is characterized by education and public service,which is also the guiding body for teenagers’education outside school.Yet in practice the Youth Palace is diffi cult to perform its educational functions and its nature of shared benefi ts and public service cannot be embodied due to lack of concrete implementing rules,emphasizing responsibility while ignoring practical conditions,and bull management.Therefore we should construct the modes of expansion or innovation for the future development of the Youth Palace.
