人民代表大会制是我国实现宪法规定的一切权力属于人民原则的制度安排,在保障人民当家作主地位的实现上发挥了重要的作用。目前,根据建设法治国家和实现国家治理能力和治理体系现代化的要求,需要对人民代表大会制度进行发展完善,其中一个重要的方面是对人大代表的结构进行优化,使之能够更好地反映我国社会变化过程中社会关系的实际状况。代表结构的优化,不仅涉及基本目标的定位、遵循的基本原则,更与采取什么样的措施来达至目标有密切的关系。

The people's congress system is an institutional arrangement that has considerably ensured realizing the principle of all power belonging to the people,which is stipulated in the constitution. Presently,this system needs to be improved in accordance with the requirement to build the country under the rule of law and to modernize the national governance capability and setups. One important aspect is the optimization of the deputy structure of the people's congress to reflect the real social relations in the process of the social changes. This structural optimization not only involves the setting of basic goals and basic principles,but is closely related to what measures to take to reach the goals as well.
