摘要
在可持续发展、复杂系统和预警理论的基础上,根据我国经济、社会发展的基本情况以及"十一五"污染减排监督管理工作面临的主要态势,构建了污染减排预警指标体系,并对我国污染减排体系进行了应用性预警研究,最后针对预警结果中存在的问题提出了对策及建议。
On the basis of sustainable development,complex system and early?warning theory,the early-warning indicator system of pollution emission reduction was constructed according to the fundamental situations of China′s economy and society,and the main situation facing with the″11th five-year plan″pollution emission reduction supervision and management work.The application early-warning research was performed for the national pollution emission reduction system.The countermeasure and suggestion are proposed according to the problems existing in the early-warning results.
