青少年是促进社会发展的宝贵人才资源,为适应其发展变化,满足其发展需求,构建完善的青少年发展指标体系势在必行。香港的社会经济文化背景与上海颇多相似之处,其青少年指标体系对上海有重要的参考价值。比较沪港青少年发展指标的异同,设置符合青少年所处生命历程特征的指标体系,有利于动态把握上海青少年的总体状况和发展趋势,提高青年工作的针对性和实效性,推进上海青少年工作全面协调发展。

Teenagers are precious talent resources for promotion of social development.Therefore,it is imperative to construct a complete teenagers development index system for rapid changing development and various development demand.In view of similarities of Shanghai to Hong Kong in social,economic and cultural background,the teenagers index system of the latter has much referential value.Taking Hong Kong as an example,index setting should conformto life course features of teenagers,attach importance to index source diversification,and mean while introduce subject index and enhance monitoring disadvantaged groups.To improve index operability,the indices should coverre gulations and indications required to be conformed and completed by various departments,emphasizing on measure implementation rather than quantitative appraisal.The government should carry down various indicators to specific departments,and at the same time facilitate their implementation by detailed supporting projects.
