The current precise poverty alleviation is a big progress compared with the traditional one.However,the new institutional problems occur and lead to the lack of validity and fairness,which is mainly due to its implementation under administrative legal system and the ignoring of the role of social legal system.The legal system belongs to the social rights-based orientation,whose contents of precise poverty alleviation include the relationship between giving priority to the right of poverty alleviation and the performance of poverty alleviation,and it is a entirely new system consisting of generation system of the right of poverty alleviation,government purchase service system,standard system of precise poverty alleviation,evaluation system of rights of poverty alleviation,trust system of poverty alleviation and right precision assurance system.
