摘要
城镇化在推动社会经济迅速发展的同时也带来了严重的生态环境压力,如何评价城镇化与可持续发展之间的协调关系,成为可持续城镇化所面临的重要问题。本文以资源型城市——晋城市为例,在对其城镇化及可持续发展进行评价的基础上,采用麦肯锡矩阵对其可持续城镇化进行了评价。结果表明:(1)相对于其他方面,晋城市人口城镇化发展较为缓慢,采用传统的城镇化率这一指标难以刻画其城镇化发展过程,构建综合评价指标体系成为解决这一问题的有效方式;(2)晋城市经济城镇化与社会城镇化发展迅速,成为城镇化发展的主要推动力;(3)随着城镇化的不断推进,晋城市可持续发展水平持续降低,城镇化与可持续发展之间矛盾显著。
Although urbanization can promote social and economic development,it can also cause various problems.How to evaluatethe relationship between urbanization and sustainable development has become an important issue for sustainable urbanization.This paperintroduces a McKinsey Matrix based method for evaluating sustainable urbanization.The value of an Urbanization Index(UI)and ecologicalpressure index(EPI),are separately calculated by employing an Entropy method and an ecological footprint method which are used as abasis for constructing a McKinsey Matrix.The matrix can assist in assessing sustainable urbanization performance by locating theurbanization state point.A case study of Jincheng city demonstrates the process of using this method.The case study reveals that the methodis an effective tool in helping policy makers understand the performance of urban sustainability and therefore formulate suitable strategies forguiding urbanization toward better sustainability.
