十八大以来,在新的发展理念下,基于供给侧结构改革经济政策的变化,引起了国家宏观层面政策的一系列调整。预算作为供给端,具有分配、调整资源配置的重要功能,可从源头引领高校的学科调整和专业建设,从而使得高校的各项改革与国家整体改革协调一致。
