摘要
高速公路是国家基础设施的重要组成部分,随着社会的飞速发展,高速公路设施短缺、高速公路项目投资需求大与建设资金短缺等矛盾也日益加深。通过引入PPP模式,能够积极引入社会资本,缓解政府财政压力,转移投资风险。
Expressway as the national important infrastructure is facing the contradiction of the rapid development of society andshortage of expressway facilities,the demand of expressway project investment and shortage of construction funds.PPP mode can activelyintroduce social capital,reduce the pressure on government finances,transfer the investment risk.
