摘要
高校物业管理实行政府公开招标采购,由社会企业进行管理,是高校后勤社会化改革及落实政府采购和国家财政政策的必然要求。社会化物业管理在实施过程中存在经济指标及服务范围界定不清、服务专业化程度不高、考核评价机制不到位、校企之间缺乏有效的沟通等问题,亟需高校物业监管部门建立从明确采购需求、优化评标标准到监管考核、控制反馈再到履约评价等一系列全过程的监管机制。
The management of property in colleges and universities is carried out by public bidding and procurement.Propertymanagement by enterprise is the inevitable requirement of the socialization reform of university logistics and the implementation ofgovernment procurement and national fiscal policy.There are many problems in the implementation process of social property management,unclear economic indicators and services range,not high degree of professional services,assessment mechanism not in place,lack ofeffective communication between schools and enterprises,so it is necessary to build a series of the whole process of regulatory mechanismsfor university property management departments from clearing the procurement needs,optimizing the evaluation criteria and regulatoryassessment,controlling feedback and performance evaluation.
