摘要
准存量建设用地长期以来是土地管理中的难点。本文以武汉市新城区为例,概述了准存量建设用地的四个基本特征:以批而未用土地为主,以经营性用地为主,闲置时间在3年左右,集中在优质地段。总结了准存量建设用地的四大原因:批供用环节缺乏有效统筹,城市规划调整,政府原因,企业问题。从"应急"和"谋远"两个方面提出准存量用地消化和预防的三项措施:建立准存量用地消化与新增建设用地挂钩机制,结合城市规划积极消化既有准存量用地,从源头上预防准存量用地。
Preparative stock construction land has long been a difficult problem in land management.This paper uses the new city of Wuhan as an example,and summarizes three basic characteristics of preparative stock construction land:(1)after approval,it consists mainly of unused land;(2)it is mainly profit-oriented land;(3)land stands idle time for about three years;and(4)it is located in a good area.In-depth analysis shows four major reasons for preparative stock construction land:(1)a lack of effective coordination of approval,expropriation,and supply;(2)the adjustment of urban planning;(3)governmental reasons;and(4)enterprise problems.The digestion of preparative stock land and the preventative measures both“solve the present”and show“foresight.”They attempt to(1)establish a linking mechanism between the digestion of preparative stock construction land and newly-added construction land,(2)combine with urban planning to actively digest preparative stock construction land,and(3)prevent preparative stock construction land from the source.
