Key to enhancing the core competitiveness of Hunan Province in the21st century is advancing the process of urban agglomerations of Changsha-Zhuzhou-Xiangtan.Not only are the governments of Changsha,Zhuzhou and Xiangtan competitors,they are also the makers and doers of policies,builders of cooperation mechanism,and creators of the market environment.This article provides a detailed analysis about the role and the principles governing the relationships among the governments of Changsha,Zhuzhou and Xiangtan.We aim to offer guidance for government cooperation during construction of Hunan Provincial core urban agglomerations.
