关于地勘单位改革发展的思考

On the Reform and Development of Geological Exploration Units

做好地勘单位公益性职能的顶层设计,需要从政府层面建立完善地勘单位履行公益服务职能的长效机制。地勘单位的公益性职能除了体现在国家和省级政府层面外,还要体现在地市级政府层面,主要体现在工作任务和财政资金安排两个方面。对公益二类地勘单位改革发展的建议:(1)做好地勘单位公益性职能的顶层设计;(2)争取地勘单位分类改革地方配套政策支持;(3)创新优化地质工作,形成服务特色;(4)坚持企业化方向,做强地勘延伸产业;(5)坚持事企分开,创新内部管理,激发发展活力;(6)坚持人才强队,大力加强人才队伍建设。

This paper points out that in order to perform well in the initiatives to the top-level design of the public welfare function of geological exploration units,a sound long-term mechanism must be established by the government so as to ensure the geological exploration units can fulfil their public service functions.The public welfare function of the geological exploration units are mainly reflected in the work tasks and funding arrangements,including the national,provincial and municipal and local governments.On this basis,this paper proposes some measures for the reform and development of geological exploration units of public class two.These include:doing well in the work of the top-level design of the public welfare function of geological exploration units;seeking local supportive policies for geological exploration unit classification reform;innovating and optimizing geological work so as to form own service feature;remaining committed to enterprise orientation and develop extending industry;separating institution and enterprise from their mixed management,innovating internal management and unleashing development vitality;devoting major efforts to building of talent team.
