就业救助中的公共服务供给研究——基于上海市某区的实践

Research on public service supply in employment assistance-Analysis of practice from one district in Shanghai

提供公共服务是政府不可推卸的责任,由政府提供的就业救助服务具有公共服务的属性。通过对上海市某区的就业救助中的公共服务供给情况进行分析,发现上海市某区公共就业服务体系的建设和就业救助活动的开展对于帮助城市贫困群体就业起到一定作用,但也存在政策定位不明晰、工作人员素质不高、信息化建设不完善以及缺乏有效的质量评估等问题,未来就业救助制度发展应该从提高人员素质、加强信息化建设、建立科学合理的评估体系和促进多元主体之间的合作等方面着手。

Providing public service is the responsibility of the government,and the employment assistance service provided by the government has the property of public service.Through the study of public service supply situation in employment assistance in Shanghai,it is found that the construction of the public employment service system and the employment assistance activities do play some role in helping the employment of urban poor groups,however there still exist some problems,like unclear policy orientation,low quality of the staff,incomplete information construction and the lack of effective quality evaluation.It is believed that the future development of employment assistance system should start from the following aspects,such as improving the quality of staff,strengthening the information construction,establishing a scientific and reasonable evaluation system and promoting cooperation between multiple subjects.
