贵州民族地区双语诉讼的优化策略

Optimizing Strategy of Bilingual Litigation in Minority Areas of Guizhou

贵州民族地区仍有部分少数民族群众不能通晓汉语,司法机关则缺少娴熟使用民汉双语的司法人才。为满足少数民族群众的司法需求,应积极开展法官培训班,拓宽双语庭审渠道,引导法官学习民族语言和深入民族群众生活实践。在完善双语诉讼的进程中,应采取巡回庭审的方式进入民族村寨,坚持以调解为主的办案方式,提高双语司法服务队伍工作能力,加强司法部门与民族院校合作。

Some minority ethnic groups in the minority areas of Guizhou are now still not able to speak Chinese,and there are no judicial talents good at both Chinese and the native language in the judiciary authorities.To meet the judiciary need of the minority ethnic groups,judge training class should be provided to expand the bilingual court hearing channels,and lead the judges to learn native languages and be involved in the living practice of the minority ethnic groups.In the process of improvement of bilingual litigation,the tour court hearing should be held in villages of those ethnic groups,and conciliation should be taken as the first choice.This way,the working capacity of the bilingual judiciary service team can be enhanced and cooperation between the judiciary authorities and institute of nationalities can be strengthened.
