京津冀:如何走出水困局

摘要 京津冀地区,人—水关系一直处于紧张状态,无论从生存还是生态角度,都需要对国家长时段、大空间配水体系进行重构,制定核心水源地的涵养、保育战略和华北地区地表水、地下水长期恢复方案,建设中国水安全枢纽,以30~50年为期,修复国家水生态体系。 From Huang-Huai-Hai watershed and the whole country of China,the relationship between people and water has been under a severe strain.We have to reconsider China’s long-term and large-space water distribution for the country’s sustainable development.It is necessary to draw up the water resources conserve strategy on the core water source region and recovery solutions on the surface and underground water in North China,and to construct China’s security hub of water resource and restore China’s water ecological system over a long run,such as thirty or fifty years.
