The operation model of socialist public capital is a transitional mode of production which combines public ownership with capital operation. It is the sublation of the operational mechanism of capitalist private capital,and reflects Marx's idea of 'association of laborers.'The operation model of socialist public capital has more rational goals than that of capitalist private capital. It is equipped with better conditions to achieve justice in social distribution and overall economic balance. Its international development will push globalization towards a more rational direction. Its future development requires adherence to the basic principles of socialism,innovation and improvement in concrete system designs,and control over capital. In addition,there must be a correspondence between the economic base and superstructure in the formation of institutional unity in favor of labor's dominance over capital.
