新常态背景下的残疾人社会政策层次构建研究——基于保基本、维权利、促发展的需求层次分析

Research on the Construction of Social Policy Hierarchy for the Disabled under the New Normal Background:Based on the Hierarchy Analysis of Meeting the Basic Needs,Protecting the Rights and Promoting the Development Needs

社会政策要托底是经济发展新常态背景下给社会政策发展提出的一个新命题。残疾人是社会弱势群体的主要构成单位,理应成为托底性社会政策的主要服务对象。但托底性的社会政策理念具有强调"保基本"忽视"促发展"的特点,从而降低残疾人社会政策的构建层次。新常态背景下,残疾人的社会政策需求层次由生存型社会政策需求、权利保障型社会政策需以及社会发展型社会政策需求三部分构成。所以在新常态背景下,首先要建立托底型残疾人社会政策,保障残疾人的基本生活需要;另外,建立权利保障型的残疾人社会政策,充分保障残疾人各项权利;最后,建立发展型的残疾人社会政策,使残疾人共享社会发展,并最终朝着托底发展型残疾人社会政策方向发展。

Under the new normal background of economic development,social policy“tuodi”is a new proposition to the development of social policy.The disabled is the most important constituent units of social vulnerable groups,and should become the main service target of social policies.But the concept of underpinned social policy has emphasized that“meet the basic needs”and neglect“promote development”,so as to reduce the level of the construction of social policies of disabled.Under the new normal background,there are three levels of social policy needs for disabled,which are the survival of social policy needs,the needs for rights protection policy and the needs for social development social policy.So in the new normal background,we should establish the underpinning type of disabled social policy in content firstly,to ensure the basic survival and development needs of disabled persons;secondly,to establish the right protection social policy of disabled persons,to fully protect the rights of persons with disabilities;finally,we should establish a development-oriented social policy for disabled people,so that the disabled can share the social development with all people,and finally construct underpinned and developmental-oriented social policy system for the disabled.
