海口港马村港区规划调整方案

Planning adjustment scheme of Macun port area in Haikou Port

在国家"一带一路"和海南国际旅游岛建设的背景下,海口城市发展和产业转型升级步伐加快,海口港马村港区成为全省综合交通运输的重要节点,原港区规划的规模和功能已难以满足发展要求,迫切需要对港区规划进行调整。通过综合分析马村港区港口岸线资源和泊位通过能力,提出转变发展方式,整合港口岸线资源的规划思路;依托港口腹地经济发展和船型大型化趋势,预测马村港区货运吞吐量和船型;通过水陆域资源、无居民海岛保护等条件分析,提出规划调整方案。

Under the background of national strategy"the Belt and Road Initiatives"and the construction of Hainan international tourism island,the pace of Haikou urban development and industrial transformation and upgrading is accelerating,Macun port area of Haikou Port has become a significant node of comprehensive transportation in Hainan Province,however,the original scale and function is difficult to satisfy the development requirement,which is necessary to adjust the port planning as soon as possible.Through the comprehensive analysis of Macun port area shoreline resources and berth capacity,we put forward the planning ideas of transformation of development mode,integrates of shoreline resources;relying on the economic developments in the hinterlands of the port and larger ship trend,we predicted the cargo throughput and ship types of Macun port area;through analyzing the water and land resources,and the protection of uninhabited islands,we presented the planning adjustment scheme.
