摘要
由于不同区域的经济发展水平、资源禀赋存在差异,采用同质化的建设用地管控政策必将不利于区域间的协调发展.为了协调区域的发展,通过预测全国31个省、市、自治区建设用地的极限供需规模,建立全国分省份的建设用地供需盈亏模型,由此划分出不同等级的建设用地管控区域,并探索因地制宜的建设用地管控思路.研究结果表明:各个区域存在明显的供需盈亏度差异.潜力挖掘区省份集中于东南部沿海以及京津地区;指标新增区省份集中于传统中原(黄河、长江流域)地区;效用提升区分布在我国内陆地区,生态保持区为中西部高原地区.各级地方政府应当结合不同等级区域的资源禀赋、社会经济发展特征,制定差别化的建设用地管控政策.
Due to the differences of economic development and resource endowment in different regions,it will notbe advantageous for different regions to carry out coordinated development if taking the homogeneous land use controlpolicy.In order to coordinate the regional sustainable development,this paper constructs the models of supply anddemand about construction land in different provinces through forecasting the scales of supply and demand of constructionland in31provinces,municipalities and autonomous regions,then classifies different levels of the management andcontrol areas about construction land,exploring the methods of the management of construction land according tothe local conditions.The results show that there are significant differences in the supply and demand of each region.The area of potential mining provinces is concentrated in the southeastern coastal areas and the Beijing-Tianjin area.The index newly-added provinces are concentrated in the traditional areas of the central plains(the Yangtze Riverand the Yellow River basins).The area of utility enhancement is located in the inland area of China.The ecologicalconservation area is located in the midwest plateau region.Local governments of different levels should makedifferent construction land control policies according to their conditions of regional resource endowment and socialand economic development characteristics.
