政府购买社会工作服务项目实施成效的探析——以青海留守儿童服务示范项目为例

An Exploration on Implementation Effectiveness of Government Purchasing Social Work Service: A Case Study of Left-behind Children in Qinghai

关爱保护留守儿童是家庭和政府、社会组织的共同责任。本文旨在分析项目实施地区留守儿童的基本状况和主要的需求,着重总结运用个案工作、小组工作、社区工作和社会行政工作四大方法,开展专业化的服务过程与成效;并提出四点反思:一是项目方案的设计必须回应需求,各方必须达成共识;二是社工的素质和能力必须进一步提高;三是政府购买社工服务的政策应适当调整;四是社工与基层社区的联动必须加强。

It is the common responsibility of families,government and social organizations to take care of leftbehind children.This paper is going to analyze the basic situation and main requirements of left-behind children in the project region and summarize the process and achievements of professional service through case work,group work,community work and social administration.It also raises four points for further reflections:First,the design of the project plan must be responsive to the needs and all parties involved should reach a consensus;Second,the quality and ability of social workers must be further improved;Third,the policy for government purchasing social work services should be adjusted appropriately;Fourth,the linkage between social workers and grassroots communities must be strengthened.
