控制主要污染物排放总量、提高环境质量的研究

Control the total discharge of major pollutants, improve the quality of the environment

随着改革开放和社会经济的发展,我国的经济总量和国民生产总值有很大的提升,但是不科学的经济发展必然以生态环境为代价,由于科技水平和管理水平有限,企业工厂在进行生产的同时造成了大量的能源消耗和资源浪费,污染物的排放总量很大,严重破坏了生态环境。为了控制环境污染和生态恶化的现象,国家出台了一系列政策和计划,比如九五计划和全国污染物排放总量控制计划,并施行节能减排策略,推动转变经济发展方式对经济结构进行调整。当前我国已经进入了经济新常态的时代,本文主要针对在主要污染物排放总量控制中出现的问题进行分析,并探究提高环境质量的有效措施。

With the development of social and economic reform and opening up,China’s total economic output and GDP has greatly improved,but not scientific economic development is bound to the cost of the ecological environment,the scientific and technological level and management level of enterprises,factories caused a large amount of energy consumption and waste of resources in production at the same time.The total amount of pollutant emissions,serious damage to the ecological environment.In order to control the phenomenon of environmental pollution and ecological deterioration,the country has issued a series of policies and plans,such as the95plan and the national pollutant emissions control plan,and implement energy-saving emission reduction strategy,promote the transformation of the mode of economic development of economy.At present,China has entered a new era of economic normal.This article aims at analyzing the problems in the total amount control of major pollutants,and probes into the effective measures to improve the environmental quality.
