政务督查对我区医药分开综合改革任务落实的促进及思考

Promotion of and rethinking on administrative supervision for implementing the comprehensive reform of separation of clinic from pharmacy in Shunyi District

政务督查是推动卫生计生部门政务工作、落实领导决策的重要手段和方法。为确保医药分开综合改革的顺利实施,北京市顺义区卫生和计划生育委员会通过政务督查来推动、促进医药卫生体制改革的落实与完善,取得了初步成效并发现一些问题,如存在思路不清、重点不明,眉毛胡子一把抓的现象;做事轻浮并流于形式;服务手段单一且整改缺乏新意;提升服务机制尚不完善等。此外,还根据督查中获得的经验和发现的问题提出了相应的对策建议。

Administrative supervision is an important means and method for promoting the government affairs of health and family planning departments and implementing the decisions of leaders.To make sure the comprehensive reform of separation of clinic from pharmacy can be smoothly implemented,the Health and Family Planning Commission of Shunyi District,Beijing promotes the implementation and completion of reform through administrative supervision and has achieved preliminary success and found some problems,such as the phenomenon of attending to big and small matters all at once due to muddy thinking and ambiguity of key points;flighty and formalistic working style;monotonous means of services and lack of new ideas for rectification;imperfection of service improvement mechanism,etc.Besides,countermeasures for the problems are brought forward according to the experience obtained during supervision.
