地方智库服务科学决策的问题与对策研究——以山东省为例

Problems and Countermeasures of Local Think Tanks Serving Scientific Decision Making——Taking Shandong Province as an Example

[目的 /意义]随着建设新型智库服务科学决策成为社会新热点,当前地方智库由于缺乏组织引导、缺乏上报通道、缺乏处理反馈机制和缺乏评价激励制度,制约了地方智库有效发挥建言献策、参政议政的作用。[方法 /过程]课题组以山东省为例,对新型智库建设问题进行了专项调查,并与省直有关部门和部分高校、科研院所、企业、社会组织负责人进行了座谈研讨。[结果 /结论]针对上述问题,提出了建设地方新型智库体系、构建党政部门智库圈、完善智库人才评价与激励制度、健全智库经费管理机制、探索建立决策咨询委员会等对策建议。

[Purpose/significance]While the construction of new types of think tanks to serve scientificdecision making has become a new social hotspot currently,the lack of organization and guidance,reportingchannel,processing and feedback mechanism,evaluation and encouragement system,restricts local think tanksin playing the role of effectively offering advice and suggestions.[Method/process]Considering this,theresearch group took Shandong Province for example,and investigated the construction of new types of thinktanks,held a deep discussion with responsible comrades of some provincial departments,universities,researchinstitutes,enterprises and social organizations.[Result/conclusion]Finally,some suggestions are put forward tosolve the problems above,such as constructing the new types of think tanks’organization system of Shandong,building think tank circles for the party and each government department,perfecting the evaluation and incentivemechanism of think tank talents,improving the management mechanism of the think tank,and exploring theestablishment of decision making advisory committee.
